Conference Expansion (what should happen or if I was CFB czar)

With the playoffs now instituted I think this is what should happen.

#1 all teams to participate in the playoffs have to join a conference. Sorry Notre Dame, your special treatment days are over. When Bama played as an Independent for the national title in 2011, the cry was how unfair it was to not play a conference championship game, and yet no one uttered those words in the 2012 game when Notre Dame did not win a conference or play in a Conference title game.

#2 Another cry if you did not win your conference title you do not belong in the title game (Sorry Notre Dame again) So have the conferences hold the first rounds of the playoffs. All Conferences go to 16 teams(Mandatory to be allowed in the national title playoffs). Have 4 divisions. the 4 division winners face off to win the conference. Or 2 divisions and the top 2 from each division. Each conference can decide their own formula. You win your conference you are in the National title playoffs.

#3 Have 6 slots open for the national championship. Yes 6. The 5 former BCS conferences take up the 5 slots. The 6th slot to the non BCS schools. Since they cannot probably form 16 team leagues, they can have their 4 champs playoff for the right to go.

#4 no committee, go back to a BCS formula. Not the ones that had schools with 2 losses to 1-AA schools #1 and teams like LSU 3rd after going undefeated in the SEC (Looking at you Cooley Matrix Poll) The BCS formula defines the seeding based on conference affilation. The BCS had its issues, but outside of 2003 it got it right.

#5 Schools to conferences.

Clemson and FSU should be in the SEC but that would never happen with UF and USC. So Va Tech and NC State to the SEC
ACC gets Cincinnatti, Central Florida and South Florida (some combo of those 3) to get to 16
Big 12 actually gets over 10 teams. Add SMU, Nevada, East Carolina, South florida, Central Florida, Utah State, Geez someone, no fair they do not play a conference title game.
Big 10 and Notre Dame finally marry?
Pac 12 adds BYU, and Fresno State and some other schools.

#6 Playoffs on campus sites.  What sense does it make to have a NFL playoff game for Dallas vs. Greenbay in Sandiego? It doesn't and its stupid to do it in college also. Only title games in the various bowls. The big 4 to 6 bowls can still bid for the title game. The rest of the playoffs are to be done like every other sport, and home field for the better record.
After the conference titles and playoffs set, then bowl invitations can happen. Most games played if you play in every possible game? 17 , its 14 if you lose the first round of conference and go to a bowl. Still fewer than basketball, baseball etc.

This system would not be perfect but it would make more sense that it is now.
